Our purpose is to address the academic needs of students at the local level by evaluating and providing opportunities and programs for their benefit.<\/p>\n<p><strong>WHAT IS A SCHOOL COMMUNITY COUNCIL? HOW CAN I SERVE?<\/strong><\/p>\n<p>School Community Councils are elected parent\/guardian and employee representatives who work together with the principal to increase student achievement. By law the Council is responsible to review school data and develop plans for school improvement. Councils also allocate the LAND Trust funds to assist the school in reaching achievement goals. Please see the Granite School District web page for more information regarding the roles and responsibilities of Community Councils (www.graniteschools.org).<\/p>\n<p>Parents elect parent representatives and employees elect employees for two-year terms. include:\r\n<ul>\r\n \t<li>Creating all components of the School LAND Trust Plan, to include the Goal Statement, Academic Area, Measurement, Action Plan Steps, and Expenditures.<\/li>\r\n \t<li>Advising and making recommendations to school and school district administrators and the local school board regarding:\r\n<ul>\r\n \t<li>the school and its programs<\/li>\r\n \t<li>school district programs<\/li>\r\n \t<li>a child access routing plan<\/li>\r\n \t<li>safe technology utilization and digital citizenship<\/li>\r\n \t<li>other issues relating to the community environment for students<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li>Partnering with the school\u2019s principal and other administrators to ensure that adequate on and off campus Internet filtering is installed and consistently configured to prevent viewing of harmful content by students and school personnel.<\/li>\r\n \t<li>In accordance with state board rule regarding school community council expenditures and funding limits: working with students, families, and educators to develop and incorporate safety principles at the school, and holding at least an annual discussion with the school\u2019s principal and district administrators regarding safety principles.<\/li>\r\n \t<li>Providing input to the school\u2019s principal on a positive behaviors plan.<\/li>\r\n<\/ul>\n          <\/div>\n        <\/div>\n        <div class=\"gsdscc-rules-accordion border border-1 secondary-color-border mb-2\">\n          <h3 id=\"rules-member-expectations\" class=\"gsdscc-rules-accordion-header h5 mb-0\">\n The principal may not serve as an officer.\r\n\r\nThe chair will establish agendas, conduct meetings, oversee minutes, share available SLT resources, and encourage public participation. The chair may delegate responsibilities. The vice chair will lead meetings when the chair is absent.\r\n<ol>\r\n \t<li><strong> Meetings and Public Access<\/strong><\/li>\r\n<\/ol>\r\n<strong>Public meetings:<\/strong> All deliberations and actions will be open to the public. No portion of a meeting may be closed.\r\n\r\n<strong>Schedule and notices:<\/strong> The SCC will establish an annual meeting schedule. At least one week before each meeting, the school will post the date, time, location, agenda, and previous meeting minutes on its website.\r\n\r\n<strong>Agendas:<\/strong> Topics will be listed with sufficient detail. Final action may be taken only on properly noticed agenda items.\r\n\r\n<strong>Minutes:<\/strong> Written minutes will document attendance, topics discussed, decisions, individual votes, public comments, and other proceedings requested by members. Minutes are public records and will be retained for at least three years.\r\n\r\n<strong>Emergency meetings:<\/strong> The SCC may hold an emergency meeting for unforeseen urgent matters with approval from a majority of members, attempted notice to all members, and the best practicable public notice.\r\n\r\n<strong>Public comment:<\/strong> The procedures for public comment are allowed at the end of each meeting for 5 minutes each.\r\n\r\n<strong>Electronic meetings:<\/strong> Are permitted if meeting in person is not possible. \u00a0A link will be sent to meet electronically.\r\n<ol>\r\n \t<li><strong> Quorum, Voting, and Parliamentary Procedure<\/strong><\/li>\r\n<\/ol>\r\nA quorum will consist of <strong>6 members<\/strong>, representing a majority of Council membership.\r\n\r\nCouncil business will be conducted using Robert's Rules of Order.\r\n\r\nUnless otherwise required, motions pass by a majority of votes cast. A tie vote fails. Motions and individual votes will be recorded in the minutes.\r\n\r\n<strong>Simplified parliamentary procedures, if adopted:<\/strong>\r\n<ol>\r\n \t<li>A member makes a motion, and another member seconds it.<\/li>\r\n \t<li>The chair invites discussion and amendments.<\/li>\r\n \t<li>The chair calls for a vote and announces the result.<\/li>\r\n \t<li>Members may raise a point of order if procedures are not followed.<\/li>\r\n \t<li>Ending debate early requires a two-thirds vote.<\/li>\r\n<\/ol>\r\nMembers will act ethically, respect differing views, and maintain civil discussion. Potential conflicts of interest will be disclosed consistent with district policy.\r\n<ol>\r\n \t<li><strong> Council Responsibilities and Training<\/strong><\/li>\r\n<\/ol>\r\nThe SCC will develop and oversee its School LAND Trust Plan, fulfill applicable advisory responsibilities, and report at least annually to the local school board on the plan, programs, practices, and expenditures.\r\n\r\nThe SCC will encourage community participation and recruit candidates for open positions.\r\n\r\nCouncil members will complete required annual training.
