Important Information for Families
Dear Parent/Guardian,
Utah’s Early Literacy Framework, established through SB 241, is designed to help schools identify reading needs early and provide students with the support they need to become successful readers. We want families to understand what they can expect from our school throughout this process.
If your child demonstrates a substantial reading deficiency on the Acadience Reading Benchmark assessment, we will:
• Notify you in writing through our school’s standard parent-communication platform.
• Explain your child’s current reading support, including the services and interventions currently being provided.
• Develop an Individualized Reading Plan (IRP) with you that identifies your child’s specific reading needs, targeted interventions, and how progress will be monitored.
• Partner with you by sharing strategies and resources that can support reading development at home and by maintaining ongoing communication about progress and next steps.
Why does this matter? Strong reading skills are important for long-term academic success and future opportunities. Early literacy support gives students additional instruction and time to strengthen essential reading skills. When appropriate, retention can also be considered as one tool to support reading proficiency.
Looking Ahead to the 2029–30 School Year
Beginning in 2029–30, students who score below benchmark on the end-of-third-grade reading assessment will be subject to retention requirements outlined in Utah law. Benchmark results are one measure of reading proficiency and are not the sole factor used in promotion decisions.
Additional assessments and evaluations are available to families and the school/LEA when determining a student’s reading proficiency and readiness for promotion.
Our goal is to work together with families, provide support as early as possible, and help every child continue growing as a reader. If you have questions about this process or about your child’s reading progress, please contact your child’s teacher or the school office.
