School Community Councils are one way we can work together to make schools more successful and promote school improvement. The Community Council members work to improve the school environment and provide feedback on school programs. School Community Council members serve for a term of two years and must have a child attending our school. The time commitment is around an hour a month. The Evergreen Junior High Community Council follows these Rules of Order

Council Members
Council Members are chosen by election and are a mixture of school staff and community members. Candidacy and election procedures begin before each school year and are normally for a two year term unless the representative no longer has a student at the school.
Invitation to serve on the council: We warmly invite parents to serve on our school’s community council. Information about council vacancies, declarations of candidacy forms, and elections are emailed sent out in August of each year.

Serving on the Community Council allows parents to directly influence the way LAND Trust funds are used during the school year, which can include programs, materials, and other education-based solutions.

2023-2024

- Funds received: $84,091.10
- Funds used for: Land Trust funds will be used to pay for up to 1.0 teacher(s) FTE to reduce class sizes in math. Math comprehension is one of our greatest academic needs. We will create math labs, a reading strategies class, and add other extended periods when necessary to lower class sizes and focus on remediation. Our reading strategies class will provide support for students that currently read below standard on the HMH Reading Assessment. Evergreen will host an evening curriculum night mid-year for students and parents. The night will be spent with 5th grade students from our feeder schools. We introduce them to the various programs that we offer and train them how to access core standards. We also introduce them to literacy and/or numeracy strategies relevant to junior high and introduce them to organizational and other soft skills required in junior high. Teachers are paid a stipend to attend and participate. Teachers will run before and after school tutoring for students who need additional help. This will help with remediation and allow students to retake assessments. We may use Land Trust monies to pay teachers to stay after contract time for tutoring and academic/curricular clubs. We will dedicate some of our advisory periods to improve school-wide literacy. Teachers will create word walls that has common vocabulary as well as supplemental words that relate to their content areas. Teachers will instruct the students using these vocabulary words. During these reading advisory periods we will focus on school-wide literacy by reading from different scholarly articles. The articles will help improve vocabulary, fluency, and decoding skills. When needed we will purchase reading programs, academic articles, and reading software to provide additional support.
Rules of Order and Procedure
- Our Community Council adopted these rules of order and procedure on 09/08/2025. The vote count: number approved 7; number not approved: 0; number absent 1.
- Council members will receive training to understand the responsibilities of the council. Council members receive training before preparing and taking action on School LAND Trust Plans and reports.
- All meetings are open to the public and the public is welcome to attend. (required)
- The agenda of each upcoming meeting, with draft minutes of the prior meeting, will be made available to all council members at least one week in advance, and will be posted on the school website. The agenda will include the date, time, and location of the meeting, and any proposed action items.
- Written minutes will be kept of all meetings, prepared in draft format for approval at the next scheduled meeting.
- Approved minutes will be retained for three years.
- The chair conducts the meetings (required), makes assignments and requests reports on assignments. In the absence of the chair the vice-chair shall conduct meetings.
- The council must have a quorum to vote. A quorum is a majority of council members.
- Meetings shall be conducted and action taken according to very simplified rules of parliamentary procedure as required in 53G-7-1203(10). Council actions will be taken by motions and voting with votes and motions recorded in the minutes. These rules of parliamentary procedure can be found in the district community council handbook.
- The council consists of the principal, 1 school employee(s) who is/are elected in even years, 0 school employee(s) who is/are elected in odd years, and 3 parent / guardian member(s) who is/are elected in even years, 3 parent / guardian member(s) who is/are elected in odd years. (Size of the council MUST BE ADOPTED BY VOTE OF THE COUNCIL and consistent with 53G-7-1202. Elections are required to be staggered with half of the council elected each year.)
- In order to ensure that a quorum can be present, the following process shall be in place to remove and replace a member, as needed: The council will prepare a timeline for the school year that includes due dates for all required reporting and other activities/tasks that the council agrees to assume or participate in. The timeline will assist in the preparation of agendas to be sure the council accomplishes its work in a timely manner.
